DALLAS – Whitney International University System (WIUS), the first global university focused on the developing world, has named international business leader Douglas L. Frederick as Chief Executive Officer. A widely respected executive who worked almost two decades at the global level for The Boeing Company and EDS, Frederick will oversee Whitney International’s initiative to provide mass access to the highest quality, most affordable postsecondary education in the world. He will assume responsibilities immediately.
“Doug Frederick brings a wealth of diverse global experience in the areas of business leadership, product development, strategic services, IT and more to Whitney International University System,” said Randy Best, chairman of Best Associates. “His vision and energy combined with his deep, hands-on knowledge of global cultures will be a tremendous asset as we launch our university program across the world.”
Based in Dallas, Texas, Whitney International University System currently operates education programs throughout Latin America by either acquiring fully accredited universities or through joint ventures with established institutions. Whitney’s delivery model combines computer, internet and two-way satellite technologies to deliver a blended learning experience. Lectures from distinguished professors originate from Whitney’s higher education partners and are broadcast to classrooms across each country. Supporting professors tutor and mentor students between classes to assure that they learn required material and complete each course on time.
As CEO, Frederick has been charged with growing Whitney’s existing Latin American markets as well as expanding Whitney’s presence into other key areas of the world. Whitney currently has approximately 40,000 students in its system and is expected to double in enrollment over the next 12 months.
Before joining Whitney, Frederick established and operated D.L. Frederick Group, an international consulting firm that specialized in corporate strategy assessment, global IT expertise, mergers and acquisitions and CEO/CIO advisory services.
Prior to forming the D.L. Frederick Group, Frederick was EDS Executive Vice President and President of the Operations Solutions line of business. As a member of the EDS Executive Operations Team, he reported directly to the Chairman.
At EDS, Frederick was responsible for strategy, leadership and the growth of the global outsourcing business. Frederick’s team of approximately 80,000 delivered services within six service lines and its global government and security business.
During his tenure with EDS, Frederick also served on several major boards that highlight his global experience. In Asia Pacific, he was chairman of a major joint venture in Australia and on the boards of several publicly owned joint ventures in Japan and Korea. In Europe, Frederick served on multiple public and private advisory boards in the UK and Spain.
Before his time at EDS, Frederick served as an Executive Vice president with the Netherlands-based Baan Company, a leading global provider of enterprise business software. Additionally, he spent almost two decades at The Boeing Company, where he held a variety of positions.
Frederick currently serves as non-executive Board President and Lead Director of a privately owned technology company headquartered in London, with offshore development in the Republic of South Africa.
Frederick served on the non-profit JASON Foundation for Education board, based in Needham, Massachusetts. JASON (www.jason.org) has been a leader in experience-based science and mathematics curriculum and professional learning for science educators and was recently sold to the National Geographic Foundation.
An Alfred P. Sloan Fellow, Frederick earned his Master of Science degree in Management Technology from the Massachusetts Institute of Technology in 1990. He also holds advanced degrees from Seattle University in Software Engineering and University of Washington in Education Administration as well as a Bachelor of Science degree in chemistry, physics and mathematics from Washington State University. Frederick has been active in several volunteer activities, including the Boy Scouts of America and the Fred Hutchinson Cancer Research Center.
Douglas Frederick and his wife live in Dallas and have two grown children.
